UrbanKey Consulting / About

Compliance unlocks opportunity.

UrbanKey is an independent service provider helping affordable-housing owners, developers, asset managers, and property management companies move from vacancy toward verified, authorized occupancy in Los Angeles.

Our focus is the work between a vacant unit and an appropriate occupancy handoff: affordable-housing certification, leasing coordination, and compliance support. Organized requirements, clear applicant communication, and coordinated next steps help management teams keep that work moving.

Who we support

Owners and developers preparing affordable units for leasing; asset managers coordinating portfolio needs; and property management companies handling applications, certification requirements, and occupancy handoffs.

UrbanKey’s consulting scope is distinct from Section 8 Managers. A property’s management arrangements and UrbanKey’s responsibilities should be defined separately in the agreed engagement.

A method built around the property

The UrbanKey 5-Stage Occupancy Protocol puts our Covenant-to-Keys Method into practice as an operational framework. It starts with the affordability covenant and program requirements. From there, the workflow connects applicant readiness, certification preparation, review coordination, and the authorized occupancy handoff.

Certify, Lease-Up, and Portfolio describe proposed scopes for per-case certification, multi-unit leasing coordination, and ongoing portfolio support. Scope, fees, and availability are confirmed for each engagement. ED 1/AHS development support is a separate scope, without permit or technical-planning services.

Clear responsibilities. Responsible handoffs.

UrbanKey is an independent service provider that prepares files, coordinates screening, and performs procedural QC. Final eligibility determinations and approvals remain with the relevant housing authority. Agency review timelines remain with LAHD, UFBA, or the relevant authority for the property and program.

Where prior certification is required: no keys, no possession, and no premature move-in. Requirements are property/program-specific, and qualifying exemptions must be verified for each development. Confirm lease-execution questions with the relevant authority and counsel; this site is not legal advice.
