UrbanKey 5-Stage Occupancy Protocol

The Covenant-to-Keys Method is our five-stage operational framework, not a guarantee of agency outcomes. Begin with the affordability covenant and applicable property/program requirements. Identify the certification pathway and verify any exemption before setting the leasing and occupancy plan.

Coordinate applications, landlord screening, and applicant selection subject to the applicable requirements. Prepare documents and perform 4-Tier File QC for completeness, consistency, program-checklist alignment, and submission readiness. Track outstanding items and support agency liaison and the review handoff.

Keep lease preparation, possession, and move-in as distinct checkpoints. Where prior certification is required, coordinate the keys and occupancy handoff only after eligibility and all applicable approvals are confirmed. Organize the final file and approvals for the compliance archive. Confirm lease-execution requirements with LAHD/UFBA and counsel for the specific property.

Proposed package concepts

A scope that fits the work.

Certify, Lease-Up, and Portfolio are proposed service scopes and pricing concepts for discussion. They are not fixed-price products or confirmation that every service is currently available or contracted. Availability, deliverables, fees, and responsibilities must be agreed in a written scope.

01 / Per-case certification support

Certify

A focused scope for an individual certification case: identify the applicable pathway, organize the certification checklist, coordinate outstanding items, and prepare the review handoff.

Per-case pricing concept, shaped by the program, file readiness, and agreed responsibilities.

02 / Multi-unit leasing coordination

Lease-Up

A project scope connecting unit readiness, applicant communication, landlord screening coordination, certification tracking, and approval-led occupancy handoffs across multiple affordable units.

Project or unit-based pricing concept, shaped by unit count, project stage, and the agreed coordination scope.

03 / Ongoing portfolio support

Portfolio

An ongoing scope for owners and management teams coordinating multiple properties: track program requirements, recurring compliance needs, open certification items, and leasing handoffs.

Recurring support pricing concept, shaped by the properties, programs, workload, and agreed coverage.

ED 1 / AHS development support: separately scoped

Any Executive Directive 1 (ED 1) / Affordable Housing Streamlining (AHS) support requires a separate discussion and written scope focused on affordable-housing readiness and coordination. It does not include permit services, architectural or engineering work, or technical planning. ED 1 participation alone does not establish a tenant-certification exemption.

Current service offer

The existing offer below is separate from the proposed package concepts above.

UrbanKey is an independent service provider. UrbanKey prepares files, coordinates screening, and performs procedural QC. Final eligibility determinations and approvals remain with the relevant housing authority, as do agency review timelines. Requirements and exemptions vary by property and program; no approval or completion timeline is guaranteed.
